Layla T. Santa Rosa was appointed to serve as a Deputy Commissioner in January 2019, and she was reappointed to serve a second term effective January 3, 2025. Prior to her appointment as a Deputy Commissioner, Santa Rosa served the Industrial Commission in several capacities, including Law Clerk to the Full Commission and as a Special Deputy Commissioner. Santa Rosa also practiced at the law firm of McAngus, Goudelock & Courie, where she litigated workers' compensation claims for six years.
Santa Rosa graduated magna cum laude from Peace College and earned her Juris Doctor from the University of North Carolina School of Law, where she was a staff member of the North Carolina Journal of International Law and Commercial Regulation.
