What We Do
The Clerk’s Office processes workers’ compensation hearing requests and appeals, State tort claims, claims filed under the Public Safety Employees’ Death Benefits Act, and claims filed under the Compensation to Persons Erroneously Convicted of Felonies statute.
The Clerk’s Office also processes requests for copies of files (including certified copies of files) and requests for audio recordings of hearings.

Electronic Filing via EDFP
Pursuant to Rule 11 NCAC 23A .0108 and Rule 11 NCAC 23B .0104, the Electronic Document Filing Portal (EDFP) is the exclusive means by which attorneys, carriers, TPAs, mediators, rehabilitation professionals, court reporters, and self-insured employers submit Industrial Commission forms and documents.
Unrepresented plaintiffs and unrepresented non-insured employers may file Industrial Commission forms and documents by EDFP or by any other means as set forth on the Industrial Commission forms and as set forth below:

How to Register and File Documents via EDFP
Registration is required for access to EDFP on the NCIC Online Services Center. Go to the top righthand corner of the Online Services Center to create an account.
How to File Documents that Require a Prepaid Filing Fee
A filing fee is required before a Compromise Settlement Agreement will be accepted for filing via EDFP. A prepaid filing fee also is required before a Form T-1 Claim for Damages under Tort Claims Act will be accepted via EDFP, unless the Industrial Commission approves the claimant’s Petition to Sue as an Indigent Person. EDFP accepts payment for Compromise Settlement Agreements and Forms T-1 via Certification of Payment, Credit Card (MasterCard or VISA) or e-Check.
How to Pay Invoices Received from the Industrial Commission
Invoices received from the Industrial Commission may be paid on the NCIC Online Services Center via Credit Card (MasterCard or VISA) or e-Check.

How to Request an Electronic Filing Waiver
Pursuant to Rule 11 NCAC 23A .0108(f) and Rule 11 NCAC 23B .0104(c), any party required to electronically submit Industrial Commission filings may apply to the Industrial Commission for an emergency temporary waiver of the electronic filing requirement if the party is unable to comply because of temporary technical problems or lack of electronic mail or internet access. The request for an emergency temporary waiver shall be included with any filing made via hand-delivery, fax, or U.S. mail due to the temporary technical or access issues.
How to File Documents if the Commission's Electronic Document Filing Portal (EDFP) is Inoperable
Pursuant to Rule 11 NCAC 23A .0108(b) and Rule 11 NCAC 23B .0104(b), in the event EDFP is inoperable, all documents required to be filed via EDFP shall be transmitted to the Industrial Commission via electronic mail sent to edfp@ic.nc.gov.
How to Request a Copy of an Industrial Commission File
An Industrial Commission file may be requested by the parties by filing a ‘Request for Copy of File’ through the Electronic Document Filing Portal (EDFP) of the Online Services Center. Unrepresented claimants and unrepresented non-insured employers may alternatively request a file by emailing dockets@ic.nc.gov or by mailing a request to the Clerk’s Office at 1236 Mail Service Center, Raleigh, North Carolina 27699-1236. Please note that pursuant to N.C. Gen. Stat. § 97-92(b), the Industrial Commission’s workers’ compensation files are not public records under N.C. Gen. Stat. §132-1. However, a party in a workers’ compensation claim or that party’s attorney of record may obtain a copy of that workers’ compensation file.
How to Request an Audio Recording of a Hearing
An audio recording of a hearing may be requested through the NCIC Online Services Center under the ‘Other Resources’ section by clicking on ‘Request Hearing Audio.’ Alternatively, if a party is unrepresented, an audio recording of a hearing may be requested by email at audiorequests@ic.nc.gov.
Email Address for Industrial Commission Hearing Transcript Requests and Questions
A dedicated email address, NCIC@esquiresolutions.com, has been created for parties of record to order a hearing transcript in any Industrial Commission case that has not been appealed to the Full Commission or Court of Appeals. Parties of record also should use this email address for any questions related to their hearing transcript requests.
When placing a new order for a hearing transcript, please include the following information in the email:
- IC Number;
- Case Caption;
- Date(s) of hearing; and
- Whether or not the hearing was a Medical Motion hearing.
Please note that this email address should not be used to request a Full Commission hearing transcript. To order a Full Commission hearing transcript, follow the procedures set forth in Rules 7 and 18(b)(3) of the North Carolina Rules of Appellate Procedure and use the North Carolina Appellate Division forms.
Charges for Industrial Commission Records Requests
Pursuant to 11 NCAC 23E .0201, copies of Industrial Commission files, copies of transcripts and exhibits from Industrial Commission hearings on rulemaking, and all other copies of public documents are provided to the requestor at the "actual cost" as defined by N.C. Gen. Stat. § 132-6.2(b).
Pursuant to N.C. Gen. Stat. § 132-6.2(b), actual cost is limited to direct, chargeable costs related to the duplication and mailing of the requested records, provided that in addition to the actual cost of the duplication of records, an agency may also charge a “special service charge” if the request is such as to require extensive use of information technology resources or extensive clerical or supervisory assistance, or if producing the record in the medium requested results in a greater use of information technology resources than that established by the agency for reproduction of the volume of information requested.
Charge for physical copy of records:
$0.05 per sheet of paper plus actual mailing cost
Charge for electronic copy of records provided on a USB Memory Drive:
$4.45 per USB Memory Drive plus actual mailing cost
Special Service Charge:
A reasonable charge to be determined by the Industrial Commission, and based on the actual cost incurred, for requests that require: (1) extensive use of information technology resources; (2) extensive clerical or supervisory assistance; or (3) a greater use of information technology resources than that established by the Industrial Commission for reproduction of the volume of information requested, due to having to produce the record in the medium requested.
