PUBLIC NOTICE OF RULE-MAKING BY THE
NORTH CAROLINA INDUSTRIAL COMMISSION

 CONCERNING (A) ADDITIONS TO THE CHIROPRACTIC FEE SCHEDULE, (B) ADOPTION OF A DURABLE MEDICAL EQUIPMENT/SUPPLY FEE SCHEDULE, (C) DELETION OF OBSOLETE CPT CODES, (D) ADOPTION OF FEES FOR PHYSICIANS’ ASSISTANTS, (E) ESTABLISHMENT OF HOSPITAL FEES FOR WORKERS' COMPENSATION CASES, (F) REIMBURSEMENT FOR MULTIPLE ARTHROSCOPIC PROCEDURES, AND (G) AMENDMENT OF INDUSTRIAL COMMISSION RULE 104

NOTICE IS HEREBY GIVEN that, pursuant to N.C. Gen. Stat. §§97-26(b)(3), 97-26(a) and 97-80(a), the North Carolina Industrial Commission will hold a public hearing on the following matters: (A) additions to the Chiropractic Fee Schedule, (B) the adoption of a Durable Medical Equipment/Supply Fee Schedule, (C) the deletion of obsolete CPT codes, (for all subsequent times, the Industrial Commission will delete CPT Codes from its Medical Fee Schedule that become obsolete as they are declared obsolete by the American Medical Association, without further public hearing); (D) the adoption of fees for physicians’ assistants, (E) the establishment of Hospital Fees (DRGs) for Workers' Compensation cases for 2001, (F) reimbursement for multiple arthroscopic procedures, and (G) the amendment of Industrial Commission Rule 104 to include the following statement at the end of the Rule: "In addition to providing the Form 19 to the employee, the employer shall also provide a blank Form 18 for use by the employee."

The proposed changes are to become effective on 1 January 2001. The Commission solicits oral and written comments of all interested persons, firms, and organizations wishing to comment concerning any aspect of the proposed changes.

SUCH PUBLIC HEARING will be held on Tuesday, 19 December 2000, from 9:00 a.m. to 5:00 p.m. at the N.C. Utilities Commission Hearing Room, located on the second floor of the Dobbs Building, 430 N. Salisbury Street, Raleigh, NC, during which the Commission will hear the verbal comments of persons scheduled to speak. Those desiring to make an oral presentation, not to exceed 10 minutes in length, should submit a request on or before Friday, 15 December 2000. Speakers at the public hearing are encouraged to prepare a written summary of remarks for the use of the Commission.
