Summary  of  Workers  Comp  Experience I  have  been  a  Special  Deputy  Commissioner  for  the  NCIC  since  April  1997.    Since  that  time  I  have  written  more  than  300  proposed  Opinion  and  Awards  for  Deputy  Commissioners  and  Full  Commissioners.    I  wrote  the  Appellate  case  law  summaries  for  the  NCIC  Education  Conferences  in  1997,  1998,  and  1999.    I  assisted  the  Commission  in  drafting  the  2000  Workers'  Compensation  Rules  updates  and  the  2000  Workers'  Compensation  Forms  updates,  as  well  as  the  updates  for  the  Rules  for  Utilization  of  Rehabilitation  Professional  in  Workers'  Compensation  claims.    Prior  to  joining  the  Commission,  I  was  counsel  to  the  Court  of  Appeals  from  1989-1997.    During  that  time  I  wrote  approximately  700  draft  Opinions  for  the  Court,  of  which  approximately  10%  concerned  Workers'  Compensation  appeals.
